New FEMA Reporting Requirements for Forex Transactions
Why in news?
The Reserve Bank of India (RBI) has introduced new Foreign Exchange Management Act (FEMA) reporting requirements, leading to confusion among individuals, freelancers, and small service exporters.
Key points
- Individuals undertaking forex transactions for personal purposes are exempt from new FEMA reporting requirements.
- Small exporters with bills up to ₹10 lakh can use self-declaration and an invoice, not the detailed reporting process.
- Personal imports or exports, or personal earnings or spending in forex, do not require reporting.
- This includes payments for subscriptions and income from overseas clients for services like tutoring or small software.
- The ₹10 lakh threshold is per bill, not annual.
Background & context
FEMA was enacted in 1999 to consolidate and amend the law relating to foreign exchange management with the objective of facilitating external trade and payments and for promoting the orderly development and maintenance of the foreign exchange market in India.

The new FEMA reporting requirements were notified in January and became effective from October 1, 2026.
